The Florida Building Code designates only two counties as the HVHZ: Broward and Miami-Dade. Roofs here are held to a stricter set of rules than anywhere else in the state.
Roofing materials must carry a Miami-Dade Notice of Acceptance (NOA) or a Florida Product Approval that is rated for HVHZ use. Many products sold for the rest of Florida cannot be installed here.
HVHZ roofs are installed to specific application standards and test protocols covering underlayment, fasteners, tile attachment and flashing. Tile roofs typically need uplift calculations for the attachment method.
Inspectors check the roof during the job, not only at the end. Underlayment and dry-in are typically inspected before tile or shingles go on, so shortcuts are hard to hide.
Repairs use approved materials too. Under Florida’s 25% rule, a roof built to the 2007 code or later can generally be repaired in sections, while older roofs may need a full replacement once damage passes 25%.

Western communities like Coral Springs, Weston, Pembroke Pines and Miramar are dominated by HOA neighborhoods with architectural review and approved tile palettes. Older central cities such as Oakland Park, Wilton Manors and Plantation have many mid-century homes with low-slope and flat roof sections that need special attention.
Yes. Re-roofing requires a permit from your city’s building department, or from Broward County for unincorporated areas. We prepare the application, product approvals and any required roofing forms, and we schedule every inspection.
Any properly licensed Florida roofing contractor can pull a permit, but HVHZ work requires approved products and specific installation methods. Ask your contractor which NOAs or product approvals they plan to use and how they will pass the in-progress inspections.
We recommend that any roof over 15 years old in South Florida be evaluated for replacement. Insurance companies often ask for a roof inspection around that age as well, so it pays to know the roof’s condition before renewal.
