Miami-Dade County is where modern Florida hurricane code was born. After Hurricane Andrew in 1992 exposed how poorly many roofs were attached, the county tightened its building code and its product testing program. Those rules became the High-Velocity Hurricane Zone (HVHZ) provisions of today’s Florida Building Code, which apply to Miami-Dade and Broward.
For Miami-Dade County roofers, that means every roofing product must carry a Miami-Dade Notice of Acceptance (NOA) or an equivalent HVHZ-rated approval, and it must be installed exactly as the approval describes. Tile, underlayment, fasteners, adhesives and even roof vents are covered.

We inspect the roof and attic, document the deck, and confirm whether the roof can be repaired or needs replacement.
We select tile, shingle, metal or membrane systems with active approvals and gather the NOA documents for the permit package.
We submit to your city or the county, then schedule each in-progress inspection as the roof is built.
After final inspection you receive photos and a written workmanship warranty of 5 to 20 years on residential replacements.
Miami-Dade has 34 incorporated municipalities, and each one runs its own building department. Unincorporated neighborhoods are permitted by the county itself. Older neighborhoods in the City of Miami are full of flat and low-slope roofs on mid-century homes, while newer suburbs lean on concrete tile. Condo towers along the coast bring their own needs, from roof membranes to milestone inspection repairs on balconies and concrete.
A Notice of Acceptance is a product approval issued through Miami-Dade County’s product control program after a product passes HVHZ testing. It spells out exactly how the product must be installed, and inspectors check the roof against it.
Only if the approval covers HVHZ use. A standard Florida Product Approval without an HVHZ rating is not enough for a roof in Miami-Dade or Broward.
Florida law requires milestone structural inspections for condominium and cooperative buildings three stories or taller once they reach a certain age, with timing that can vary by location and local rules. We recommend having any roof over 15 years old evaluated for replacement. In the HVHZ, an older roof may also be missing upgrades that help with wind mitigation credits on your insurance.
